1:46 1:49 Texas along the nearly 20 mile section
1:49 1:51 to be built are dubious over how far
1:51 1:54 additional wall will go toward impeding
1:54 1:56 the sustained flow of migrants illegally
1:56 1:59 entering the country tonight pressure

2:00 2:03 to come up with a lasting policy
2:03 2:05 solution to address the crisis that's

7:42 7:44 Edmund Davis wanted for the murder of

7:50 7:52 home early Monday police say the two men
7:52 7:55 knew each other we believe that Mr uh
7:55 7:58 Krueger was trying to help Mr Davis and
7:58 7:59 they were acquaintances he was just
7:59 8:02 trying to help him um just get through
8:02 8:04 life Krueger's friend Kendall Steven
8:04 8:07 shaken by the blood on his front steps
8:07 8:09 we're not going to let this fly we're
8:09 8:11 going to find out who did this to him he
8:11 8:13 was killed in Cold Blood among the
8:13 8:16 evidence authorities say Davis caught on
8:16 8:18 camera in the area of Krueger's home we

12:36 12:38 they're going to lose a lot of business
12:38 12:39 in a few weeks the Tyson plant will
12:39 12:42 close its doors for good the Town says a
12:42 12:44 third of its population works there this
12:44 12:47 closure is going to affect us but we've
12:47 12:48 been through Co we've been through
12:48 12:50 floods we're going to get through this
12:50 12:53 for Jimmy one of the 1500 people losing
12:53 12:55 their jobs at the plant it's the end of
12:55 12:58 an era four generations of her family
12:58 13:00 work there and without a job she may not
13:00 13:02 meet her car payments I don't want to
13:02 13:04 lose this car without a car Jimmy says
13:04 13:06 she can't commute to places where
13:06 13:07 manufacturing may be growing and there's
13:07 13:09 few other opportunities if she stays
13:09 13:12 here a lot of uh the bigger towns you
13:12 13:13 know people are like well why don't you
13:13 13:15 just go to
13:15 13:17 McDonald's where's a
13:17 13:19 McDonald's this plant has been a fixture
13:19 13:21 in null for over 50 years Tyson bought
13:21 13:24 it in the 199s but now says it has to
13:24 13:26 close this and five other plants to
13:26 13:29 improve performance this as that's
13:29 13:30 opening up new facilities in Kentucky
13:30 13:33 and Virginia Tyson tells NBC News it has
13:33 13:35 offered $1,000 to those who stay on
13:35 13:37 through the plant's closing made plans
13:37 13:40 to relocate about 250 workers to other
13:40 13:42 facilities and hosted job fairs to help
13:42 13:45 the Rest In N mayor Terry Lance has
13:45 13:47 fielded an interest from one company to
13:47 13:48 take over the plant he's worried that
13:48 13:51 without any takers people especially the
13:51 13:53 town's Somali immigrant population will
13:53 13:54 start to leave I'm afraid we're going to
13:54 13:57 end up losing close to 100% of the
13:57 14:00 African population
14:00 14:02 set on the Elk River NL is a summer
14:02 14:04 tourist stop known for fishing and

14:09 14:10 it's time for this town to move past the

14:22 14:25 was the right future for this town Jimmy
14:25 14:28 is now bracing for change if you do end

14:30 14:32 would you ever come
14:32 14:35 back I don't think that I would um I
14:35 14:38 think that once if if I were to leave
14:38 14:41 and move over near my children I don't
14:41 14:44 think I would come back why there's not
14:44 14:46 really anything here a cautionary tale
14:46 14:49 of a small town reliant on a single big

14:56 14:58 your emergency instead of calling but
14:58 14:59 there's a ser serious problem with the
14:59 15:03 system
15:03 15:06 next in some life and death situations
15:06 15:09 it's dangerous to call 911 and texting
15:09 15:11 is the safer option in other cases
15:11 15:14 texting is the only option but Candice
15:14 15:17 win of our NBC bay area station in
15:17 15:19 California reveals a major problem with
15:19 15:22 our emergency texting system I was
15:22 15:25 teaching and the pain was making me
15:25 15:29 literally bend over in 2015 college math
15:29 15:31 professor William Wong had a
15:31 15:32 life-threatening emergency with his
15:32 15:36 gallbladder being deaf calling for help
15:36 15:39 wasn't an option he texted me to call
15:39 15:42 9114 him but I was not near my phone at
15:42 15:45 that time so I decided to drive myself
15:45 15:47 to the emergency room the doctor said
15:47 15:49 that if it had ruptured I could have
15:49 15:53 died since then Tex to 911 has been seen
15:53 15:55 as a solution to these life and death
15:55 15:58 situations when a person can't call in
15:58 16:00 201 21 emergency dispatchers received
16:00 16:04 more than 400,000 911 texts but there's
16:04 16:07 still a major problem a lot of people
16:07 16:08 don't realize that when they send a text
16:08 16:12 message to 911 911 does not necessarily
16:12 16:14 know exactly where they're located
16:14 16:17 without knowing the location nothing
16:17 16:19 else can happen Mark Fletcher
16:19 16:22 specializes in location data from my
16:22 16:26 home in New Jersey I sent a test text
16:26 16:31 message to 91 one they had no location
16:31 16:34 at all I had to tell them where I was
16:34 16:37 Fletcher says when you call 911 there's
16:37 16:39 constant data flowing between your phone
16:39 16:42 and a cell tower helping that Tower
16:42 16:45 locate you but when you text the data is
16:45 16:48 a snapshot in comparison your text first
16:48 16:50 gets forwarded to a separate entity
16:50 16:52 called a text control center which then
16:52 16:54 tries to communicate with your cell
16:54 16:57 phone carrier to then try and establish
16:57 16:59 your location this this problem doesn't
16:59 17:01 just impact the deaf Community there are
17:01 17:04 emergencies where calling 911 can be
17:04 17:07 dangerous and texting is the safer
17:07 17:09 option for instance in a domestic
17:09 17:11 violence situation or an abduction where
17:11 17:14 the victim has no idea where they are
17:14 17:16 Brian Ferguson is the spokesperson for
17:16 17:19 the agency in charge of California's
17:19 17:22 text to 911 rollout we understand that
17:22 17:24 being vulnerable or being disabled being
17:24 17:26 older maybe speaking English as a second
17:26 17:27 language that shouldn't change your
17:27 17:29 ability to receive services in a time of
17:29 17:32 crisis in our interview Ferguson wasn't
17:32 17:35 aware of the geolocation issues but in a
17:35 17:37 follow-up email said it is accurate to
17:37 17:40 say that with current technology text to
17:40 17:42 911 does not offer the same level of
17:42 17:46 location accuracy as in voice calls the
17:46 17:49 de Community is yelling no this doesn't
17:49 17:52 work you need to fix this Wong's
17:52 17:54 daughter Gabriella is working on a
17:54 17:57 solution her app access SOS locates a
17:57 18:00 user through Wi-Fi or phone data and
18:00 18:02 then streamlines that information in a
18:02 18:05 text to an emergency dispatcher the app
18:05 18:08 now in use in three cities already
